I just signed up for ebay international shipping. I have a few things I cant ship internationally. I figured out how to exclude shipping locations for all of my inventory, but cannot find how to exclude international shipping for those few specific items. Anyone know how to do this?

No need.
eIS program will likely restrict items with no action required on your part.
In fact, they may restrict some items that you could ship directly to an international buyer.

This is a messy issue, and there doesn't seem to be a restriction check box when creating the listing?
My sales are going down down down, and ebay is on its way under.
Last year I shipped a 700 dollar vcr to a canadian buyer, and the item was in the international shipping program (new EIS program). It went through a chicago address, and was not forwarded on. Instead they let me keep the funds, refunded the buyer, and a month later a 3rd party was selling the same item on ebay!
They restricted the export of a common beta max VCR, from the 1980s!
What? How can you predict what is a banned item for export?
I told the buyer to get a usa export address to use, or cancel the sale and ship outside the system would be best?
This is getting more messy all the time. I have been around for a long time, and its time to give up and go away.

Just to prove my point, I went back and the seller reduced his price from 700 to 190$ and sold the item.
They even used my pictures and words to resell this item!
My original sale date was in March 2023 and they had it listed since may2023.

I said chicago, but meant the infamous Shipping Hub in Glendale Heights, IL
There has been numerous complaints, with that particular Shipping Hub in Glendale Heights, IL
Your item probably gets resold by this seller in michigan:
