How to exclude USA from shipping?

I want to sell an item in the EU, but when I try to set the shipping, eBay behaves as if I was selling from US, in spite of that I indicate that the item is located in Hungary. I cannot exclude the US. How can I set the shipping so that it would allow EU countries only?

You are on the US site and all listings here must have  shipping to the US.  You might want to list on one of the EU sites.
