Are you listing on an app or with the simple listing tool? If so, you need to use a browser and the advanced listing tool. The app and simple listing tools hide a number of options and set default values.
I also believe that as soon as you check free shipping the other shipping options are irrelevant. eBay also can choose to "hide" more expensive or slower options at their discretion.
