How to deal with this return

I sold an item with 60 day returns from the buyer and 40 days later the buyer is requesting a return because of a missing part that I had neglected to mention. How do I create a return label in this case and get my seller fees back? Should I tell the buyer to open a return case?

Have the buyer open an item not as described case in the resolution center and you'll be able to supply a return shipping label when you approve the return.

just ask buyer to open the return request, once he will open the return request ebay will provide him return label to return the product, buyer will have 7 days to return the item ater he open return request, if he do not return the item within 7 days then you may ask ebay to close the case that would be in your favor, after case close he will not be able to leave you any feedback if he leave that will be removed or can be removed .
if he returned the item to you , inspect it , if item is in good condition then refund the money to him and get case closed, if he item is in bad condition then you should give him full refund and report the buyer to ebay.

Is the missing part less costly than return shipping? Ask if the buyer would consider a partial refund to cover the cost of the missing part.
