How to cancel an order almost 2 months ago

Hello I bought an item on

May 19, 2020. after 

Due to the Corona, I messaged the seller after more than 2 months that I didn't receive the item and gave him more time. now I don't have an option to cancel the order what can I do? I still didn't receive the item.

Ebay only allows 30 days to file a claim.

Paypal allows 180 days to file an item not received claim.
