How long to wait before refund request via paypal/ebay

I posted earlier today, but did not show up.. try this again:

I bought an inexpensive item from a Seller in China on Sept 1 (45 days ago).

Last entry shows as entering usa customs a month ago and nothing since.

I tried to file a item not received thru ebay system but it says, " Item is On its way". If not received by latest due date you can file.. (DEC 1) is latest delivery date (yikes). another 1 1/2 month wait??

Anyway, can I just file refund thru paypal or is it same process? THX

You have to wait until the estimated delivery date passes before you can file an INR.

If the estimated delivery date is Dec. 1st, then you can file a claim on Dec. 2nd.
