I guess whatever page you were reading from has not been updated. But eBay does not allow ANY seller to charge this anymore. It was a welcomed, short lived improvement for sellers a while ago, but they took it away as fast as they gave it to us. Most people just add a small percentage to the cost of their item as a contingency to that possibility happening.
You can call CS to report the page error. If you can post the URL for the page you were looking at we can try to bring it to management's attention.
