I know times are rough with the post office but I have been waiting over a month for a card I spent $40 on and the seller started by saying it’s out of their hands. When I said no I paid for a service it’s on you to figure out where my item is he then said he called the postmaster general himself but he’s too busy dealing with trumps issues. I left him a negative comment and then he responded to it calling me a jerkoff and put the tracking number on there. I have started the resolution process but need to wait until Saturday to get eBay involved. I asked him for a refund and he literally said I’m just gonna let eBay handle it. Is there any other way to report someone like this? I’ve never dealt with someone so rude, he’s got mostly positive reviews and I’m shocked at how he treated me.

Wow! It is amazing the things sellers will post.
Under the guise of acting like an adult here is what I would do:
You have the tracking number. Go to USPS.com and use the tracking tool to see the progress of your package and/ or file a tracking request. Sometimes that can kick start some movement. This is not your job but at this point you are out of money and have no item. What have you got to lose?
You may also file an item not received case. I am sorry, I don't know the link.
Report the seller to ebay. Sellers are not to leave negatives for a buyer. His comment was horrendous.
No matter how angry or disappointed you are, always keep your feedback polite. What you post online is more of a reflection on you than on the seller.

What is bogus?
They shipped. They have no control of the transit times, even their delivery was an express guaranteed overnight special delivery it's out of their hands once USPS has it.
eBay used to say in the shipping details right after the handling time that the seller was not responsible for transit times. They've simplified the form and dropped it -as it should be self explanatory once shipped there's not a cotton picking thing they can do to get the PO to do their job better. eBay's started to drop handling times that used to be specified in the shipping details.
The bottom line is the PO notified you of the late delivery. If you're not happy it's late I can well understand that but don't blame or get mad with the seller. It's not their fault.
Refunds while it's still in transit: Sellers are happy to refund if their item is returned. In fact they're required to refund by 48 hrs after it's been returned. The problem is buyers don't want to wait and they file a dispute which the buyer wins and then the buyer ends up with their money back and eventually they get the item and most buyers keep it instead repaying or refusing delivery.
You can also call USPS and ask them to trace the package. If it can't be found after 3-4 days file a claim.
If you're worried about losing protection on eBay you have 180 days to file on PayPal.

At the bottom of this page is resolution center, click on it and file a item not received.
If you waited to long try your payment method to attempt a refund.

I understand at the same time though maybe if the seller explained it like that I’d be happier. The way he responded to me multiple times was insane.

What does the tracking show?
If in transit, you need to realize the delay is not caused by the seller.
Please read the news news about all the USPS delays and don’t blame the seller.
As for the seller being “rude”...not everyone was taught manners growing up. As my grandmother would have said, “take it from the source it comes and just be nice back.”
I am sure the seller is just as frustrated as you are.
I sent a package to someone in my state (50 miles away!) and it took over 3 weeks to be delivered.
We all have to be a little patient during these troubled times.

Unfortunately being rude isn't a violation of ebay policy (otherwise a great deal of my buyers on my blocked list would be banned from ebay).
You can call and report the seller, but ebay will just apologize, tell you to not buy from that seller any more, and not do anything else. Because there is no violation.
