How do i print a FedEx Flat rate label with eBay shipping?

I think it's no longer available with eBay but thought I'd ask...... saves us $$ used to come up as a choice automatically.

You are correct.  eBay doesn't offer labels for FedEx flat rate packaging ... at least, I've not seen it since the new "label experience" was introduced.  Perhaps they will add it in the future.
