Just getting back in to Ebay after many years and everything has changed for the more confusing.
I do BUY IT NOW listings. I want to send sellers my own invoices because sometimes they buy many things and I want combine shipping... BUT.... Ebay is asking them to pay immediately. Therefore I'm having to use the "refund" prompt to give back combined shipping money. That doesn't look good. I can't find the settings that stop automatic Ebay payments and allow me to make / send sellers my own invoicxes. I'm sure it's easy but I can't figure it out how. Can anyone help?

You can disable auto-pay on offers here:

If your issue is with full price, not offers, then either buyers need to request a total through the cart (which is not available on the app) or you need to set up combined shipping rules which you can do here: https://www.ebay.com/ship/prf
Then once your combined shipping rules are created (for example, combine by weight on calculated shipping), you go to your listings and apply the combined shipping rules. You can do that in the bulk editor - unless you use business policies, then you have to apply the rule to each of your policies.

Edit: In case it wasn't clear - if you set up combined shipping rules there will be no need to send invoices. System will combine automatically as long as you disable the auto-pay requirement for offers.

Yeah.. not getting any of what you wrote.
This is where I am at.
I did check "COMBINE PAYMENTS - 3 days limit".
Then today someone bought two things. Paid for both in separate payments, then messaged me and asked me to combine shipping... BUT... they ALREADY PAID???? HUH?? I'm so lost what to do other than use the REFUND button in the SELLER HUB. Nothing else in SELLER HUB allows me to send/resend an invoice. And WHY do people pay multiple items + shipping and THEN ask for combined shipping AFTER they pay??? That's insane? Or is Ebay automatically making them pay upfront... even though I check "Combined Payments - 3 days"? And if Ebay is doing this ... so how do I stop it. I do NOT want sellers to EVER pay me without ME personally sending them an invoice, combined or not. How do I get that FULL control.

OK so that's an issue with your buyer's behavior, not something you can control in your settings. Buyers like that are clicking "buy it now" and paying for each item separately when what they should do is click "add to cart".
Once they add to cart there are 2 options:
1. buyer can click a link to request total which prompts you to send an invoice before they pay. This is not available on the app and the majority of eBay shoppers use the app.
2. You can set up combined shipping rules and the cart will automatically combine shipping for the buyer. This is the method I suggest, however it's up to you what you prefer.
When a buyer pays for items separately then asks for a shipping refund I do my best to educate them and say next time please add to cart where (because I have combined shipping rules set up) shipping will be automatically combined.

Yeah driving me CRAZY!!!!
The same buyer just bought a 3rd item. I QUICKLY went to my seller hub after accepting their "offer" but there is NO WHERE in any drop down menu or anything in my seller hub that allows me to invoice them myself. ... even though they have not yet paid. WHY? This is so frustrating. Ebay was so much better & easier in 2001.

Yes I went there... but there is no setting for "auto pay" on or off. Just a lot of block bidder stuff and on the bottom.. two check boxes that have really non-descript text.... that doesn't mention auto pay.

Requiring buyers to provide a payment before they make an offer or place a bid is so payment can be processed automatically upon acceptance of the offer or winning an auction. That's the setting you need to uncheck to avoid buyers payment being processed automatically each time an offer is accepted.

Okay. So if I uncheck that box I will have to send an invoice ?
And what about BUY IT NOW... which is 90% of what i do. If I uncheck those two boxes will BUY IT NOW buyers have to wait for me to send them an invoice as well. And do those unchecked boxes affect this new tax acquiring system?
