How do I send a return label to the buyer?

I created a label and have it as a pdf. But there is no way to send a pdf to a person? Why? This is 2019.

Nevermind I will send it through email. just trying to keep all contact in ebay like ebay wants. Man I hate this site. Every single thing I do is a clunky mess that is 500% more clicks and work than it should be. But go ahead and continue to spend all your time and money trying to be and beat amazon (a stupid stupid stupid stupid idea that will result in absolute failure 100% of the time and somehow everyone on earth can see that except the morons who run ebay)

All you have to do is accept the return and eBay will provide the buyer with the return shipping label.

Or you can upload the PDF, which we've been able to do for most of this decade.
