How do I report a seller who claims products are in the USA and will ship from USA but are not?

I purchased 3 items (two different sales) from the same seller who listed them as in NY. I ONLY search for items within the USA and have done this for years. This seller is obviously in China. The product has been saying "USPS awaiting item" in Orlando for 2 weeks. This is not an internal US problem, this is a slow boat from China problem. How do we report this to Ebay?
