I have had a flurry of returned standard ebay first class sent back to me. All were $0.57 paid, all rejected back to me saying $0.39 due for non-machinable charge. How can I buy this non-machinable premium on the ebay label purchase process? Please eBay, you need to fix this. Pull a report, and you will see the data showing poor service, speed, transit, and feedback linked to this type of service.

The eBay "standard envelope" is apparently not compatible with nonmachinable status. On this Help page about the standard envelope, under the final FAQ on restrictions, eBay says, "eBay standard envelope has strict limitations on weight and size.
Those bullet points are similar to the USPS list of criteria which incur the nonmachinable surcharge (see section 1.2):

Well, it seems that your envelopes must not have been machinable, which requires strict adherence to the detailed requirements that are stated by eBay in conjunction with the USPS. Thus the non-machinable surcharge, which can be paid at the post office.

Looks like you're selling a lot of sports trading cards. It sounds as if you might be running into a flexibility issue. How are you packing them inside the ESE?

You can't. The question was answered, in the first reply.
eBay Standard Envelope shipments have to be machinable. An envelope that is not machinable does not qualify for ESE.
As suggested, most of the time when an ESE envelope does not qualify as machinable, it is because the post office found that the envelope was "too rigid". The envelope has to be bendable/flexible in order to be processed by machine. The envelope gets automatically scanned by the machines, to provide the low-cost scanning service, so if it has to be processed by hand, then it may not get scanned.

As stated in the quote in post #2, to be eligible for eBay's "Standard envelope" rate, the envelope must be "not too rigid." Being rigid enough to require the nonmachinable surcharge renders the envelope ineligible for the special Standard Envelope postage.
