How can i add important info on a case i opened and declined refund offer?

I purchased 2 items from the same buyer but paid for them together on paypal.  

i received the items but they were not the correct cell phone batteries that were advertised so i contacted the seller & all they want to do is give me a partial refund & let me keep the items which i CANT USE since they don't fit my cell phones.  I told the seller since THEY SENT THE WRONG ITEMS that I would be more than happy to send them back for a refund but feel very strongly that since the items they sent were not what i purchased & paid for that they should have to pay the return postage.  They still kept just offering me a partial refund & keep the batteries.  I keep telling them that wont help me and i WONT accept that and after 4 weeks of back & forth messages I told the seller that if they didn't refund my money i would file a claim with ebay & paypal to get my refund  and they never replied so after 4 days without a reply, i filed a claim with both ebay & paypal.  However, on paypal's site it was easy to open a claim for both purchases that i paid for together but when i opened a case on ebay it wont let me open a case for the 2nd item i purchased for some reason and i cant find an email address anywhere to send some very important information that will help them & to advise them about the items being paid for together instead of separately.  Last night i got an offer from the seller for a partial refund (which was for one of the items purchased but not both) so i had no choice but to decline it since ebay for some reason wont let me open a second case for the other cell phone battery. it only gives me the option to contact the seller which i have done more times than i can count. I don't think the seller understands English very well or how to get around on paypal to refund my money & get any fees they paid credited back to them even though i sent them a message on how to do that.  does anyone have an email address that i can send info to ebay about the case i currently have so they can know about the other item i need a refund for as well? I cant talk to them on the phone due to cell issues right now but need someway to give them additional info on what is going on.  any help would be greatly appreciated!  I mean the total amount i am asking is only $15.97 for both purchases but need that back so i can purchase the correct cell phone batteries to replace the ones the seller sent that didn't even look like the cell batteries i have.

If you purchased the items separately, you should be able to open two cases through eBay.

 

The case would be "SNAD" (significantly not as described).  The seller then must either refund in full or send a shipping label for return and eventual refund.  Either way, eBay guarantees for 30 days.

 

As a seller (this is my personal account), I appreciate when a buyer goes through the eBay system for returns first and instead of PayPal.  That way, all the 'paperwork' is in order.  I would never recommend a case to be opened in both venues at the same time, though. 

 

If you cannot call eBay, then going through the SNAD claim is your best bet.

When i try to open the 2nd case it says something about PayPal not allowing it and only gives me the option to contact the seller.  i have been on ebay with 100% positive feedback since 1998 as both a buyer and seller & i have went above & beyond to give the seller every chance to make this right & even told them if they would work with me i would still give them positive feedback.  I REALLY DIDN'T want to have to open a case with ebay or PayPal but after so many attempts through messages and getting no where i felt i had no other option.  So, since i posted this original message, i had all my additional information typed up in Word that i wanted to relay to ebay but couldn't add it so i did a screen capture of my word document, cropped it and uploaded it as an image file so Ebay & Seller can both read the additional information that I felt i needed to add to this case.  

Can you think of something else i should do or shouldn't do at this point knowing what i have already done?  thank you so much for your fast reply with advice on how to handle something like this should i ever need to do so in the future (which i don't think i will ever need but it is nice knowing what you advised).  I have ALWAYS worked with my Buyers and Sellers to resolve any issues & always leave SUPER positive feedback when we agree on how to handle the situation which usually only has taken a couple days but NEVER almost a month!  (and i have only had to do that 2-3 times since 1998) I feel i have bent over backwards to resolve this with the seller but i am at my wits end at this point.

Unfortunately, all I can advise you to do is wait.

 

IF this ever happens again - and I truly hopes it doesn't! - don't wait 4 weeks.  eBay only guarantees money back for 30 days.  After that, it's up to PayPal to decide in your favor or not. 

 

There is no reason whatsoever (that I can think of) for a seller to take so long to resolve an issue unless he/she thought you might simply give up and go away.  It doesn't even matter if there is a language barrier as eBay messages translate to the 'native' language of the site (Ex. when our Spanish speaking buyers write us through eBay, it's auto-translated to English, sometimes quite amusingly).  And in some instances, if you contact eBay, they may have someone who can communicate to the seller in his/her native language for you.  That one is a long shot, however, so don't count on it.

 

Also, remember that when you open your case (again, IF it ever happens again), stay with facts.  Short and concise works far better than long narratives.

Well the problem is you said you opened with both eBay AND PayPal.  You can't do that.  If you opened with PayPal first it will block eBay I can't believe you got even one open.  If you file with eBay first than PayPal it will close the eBay case.  

 

You ou should have filed with eBay before 30 days past the delivery date which I'm not sure if you would even be in that time frame since you mentioned four weeks and four more days   eBay would have the seller pay you return shipping PayPal won't

The problem you face is opening a case in both eBay & PayPal.  They are two separate companies.  It's viewed as double dipping.  In the event that happens, the PayPal claim takes precedence.  The eBay claim(s) get closed and/or are prevented from being opened.

 

Once a PayPal claim is filed, an eBay one cannot be filed.  While it can be okay to simply go with PayPal, the one issue you'll run into is that on a PayPal claim, PayPal will not force the seller to provide a return shipping label.  They are money movers and can't make a seller pay out more than they've received.   eBay can.  It's part of their user agreement with the seller.

 

The seller will still have to respond to the PayPal case.  If they respond Return for Refund, it'll be on your dime.  If this was an international transaction, the cost of return shipping with tracking is going to be very high.
