I keep getting this message and the listing won't complete,
It looks like there's a problem with this listing.
Airbags can only be shipped via FedEx or UPS ground services in accordance with the Department of Transportation’s Hazardous Materials Regulations. Other shipping services are not permitted.
I check the shipping box as, No shipping: Local pick up only, but it keeps insisting on FedEx or UPS. Since when is local pick up considered a shipping service?

OK but how does that answer this problem? I made the listing, https://www.ebay.com/itm/2012-Chevy-Cruze-Dashboard-Dash-Board-with-Right-Passenger-Airbag-Air-Bag/1... but had to have FedEx shipping so I put it for $9,999.99 shipping.

I think the root problem here is that you've got a default FedEx shipping preference lurking somewhere that's getting applied to the listing automatically, and then the mention of an air bag triggers the warning.
Are you using a previous listing as a template for this one, perhaps? I'm wondering if un-selecting all the Shipping options (in addition to checking the Local Pickup box) is not enough when bringing in a previous listing or template as a base. In other words, a form glitch is not clearing the default Shipping choice of the previous form when you're un-selecting them all for your new listing.
If you create the listing from scratch, does the problem still occur?

Maybe try removing the FedEx shipping option now via a revision.
Possibly the listing flow was incorrectly assuming USPS shipping (even thought you had specified no shipping and local pickup only), correctly flagging because of that incorrect USPS assumption, and you got around it by specifying FedEx. Now that it listed, and you gave the shipping parts a good kick, maybe it will let you remove the FedEx option and go with local pickup only.
(this might indicate there is indeed a bug in the listing flow with it not correctly turning off the "air shipment prohihibited" checks when local pickup and no shipping options are specified.)
