I ordered a IP security camera
A malfunction was detected
The camera can not connect to the network
After 20 attempts to fix the camera in front of the seller still without success
The seller could not understand that the product he sent me did not work
He continued his attempts to fix the camera at the expense of my time !!!
After I sent a request for a refund
The seller asked me to return the product to him
And he explicitly stated that the lowest shipping cost should be used
And now, after I've sent it, he says the refund will only be received when he gets the product!
The cheapest shipping is a slow delivery between 30 and 50 days
Am I supposed to wait all this time to get my money back ??

Sadly, yes. You will get your refund when the Seller of the item gets it back. For safety purposes. If you really needed your money back sooner, contact ebay, and see if they can help in any way.
I cannot tell from your description, but the Seller of the item should pay for the shipping(Not you) So if you paid for it, he set you up. IF it is broken, or not as described, the Seller should pay for everything.

I see you're in Israel and based on the time for shipping I'm guessing this was an international transaction. My worry here is if you used the cheapest shipping you likely don't have tracking.

Yes that is how it works. The seller issues the refund after he gets the item back. No need to contact eBay, they can't help. They can't help until you have proof of delivery to the seller and if you didn't ship with tracking you are not going to have proof of delivery.
