Help with Shipping labels & MP!!!

Help!!! 
Recently went to managed payments and yesterday just sold first item. When I created my shipping label I choose the option for the money to come out of my ‘Pending Payment’ .... The sale was $9.00 and the customer paid $4.65 shipping.  I get a message today saying they were sending me $9.54 to bank account.  I just checked my PayPal account and they have deducted the shipping from my PayPal acct.  So eBay is charging me $4.11??? Why did they take the shipping funds from my PayPal acct?

The next time you print a shipping label, scroll down a bit and make sure you have selected to pay for the shipping label from pending payouts.

I did that on the first item I shipped. ( checked the box for shipping to come out of pending funds) eBay kept the money for the shipping label plus charged my PayPal. So I got charged twice for the same label!  I had CS call me and verified that is what happened and opened a ticket.  Hopefully they will figure it out because I can’t afford to keep paying twice for every shipping label!!!
