Help With Applying Shipping Rate Table - Default Price?

Hello,
I'm hoping I can get some technical help on using shipping rate tables as I feel the system is setup to NOT be user friendly, and I'm very computer literate. I've searched this issue before and just lived with it, but it can cause issues with buyers getting different shipping rates on the listing page and checkout.
I can easy create rate tables. For example 5-10-15-20 to ship (West, Central, South, East) based on zone.
Next you have to create a business policy, and apply the rate table. The issue is that it still requires you to enter a default price for "US Shipping - Services". I want the price to be whatever the rate table says. If I enter in $1.00, when a buyer views the listing, it says $1.00 to ship. When they go to the checkout screen, the system applies the rate table.
You can't leave that field blank because when you save it, it kicks it back and says a rate must be entered. I know this because I had a buyer complain that the listing showed $1.00 shipping, and when she went to check out, it tried to charge whatever the rate table said based on her location, and even sent me a screen shot.
How do I work around this? Or am I doing it wrong? I have attached 2 pictures.

Could the "Flat- same cost to all buyers" be the problem.

I'm not aware of a work-around. The default has to be in there to catch any holes in your shipping table ... even if you think that you have covered every region, I've seen the default used in two ways:
- In the past, eBay has changed the regions in their shipping table. When they do, you suddenly have a hole in your shipping table, and the default price will get charged.
- If someone buys your product through the GSP, then the default price will be what gets charged to the customer.
In our listings with shipping tables, the default we always use is the shipping cost to Erlanger Kentucky, just in case of a GSP purchase.

That's not it. I tried that. When you select off of that option, the checkbox to apply shipping rate table disappears.

I'm not aware of a work around either.
My only issue is that what if I put in that field $24.99 for shipping, when really it'll cost $19.99, buyer sees the $24.99 and the extra $5 for shipping turns them off.
