Help-Issue with Price Increase Through Global Shipping Program

Recently I purchased six magazine sets from the same seller in the UK which were done in separate listings. I purchased the six together but the next day the seller informed me that since they were purchased together it was only giving him one label and the the total weight of everything was over the Global Shipping Program's weight limit. The seller told me he contacted eBay and was told that he could refund the original purchase and then re-list the six items and that I could buy them one by one so they could be on separate labels which I agreed to. 

 

When he re-listed each of the magazine sets two of them were fine but the other four all the sudden had a massive increase in fees set by the Global Shipping Program to ship to the US. When I initially bought them the shipping was marked at a total of $45 (including global shipping fees) for each listing but the re-listed ones are now marked at $150 for each one individually. I re-purchased the two that were still at $45 shipping and notified the buyer of the large increase of shipping price of the other four. He looked into it and said that everything appears to be listed in the same way and has tried ending and re-listing the items again multiple times but each time I see it has $150 shipping for each one. I have also looked and he has the same price listed as domestic shipping as he does before. The seller has also tried to contact eBay but has not heard anything back explaining the difference in fees.

 

With both of us unsure of how this increase of $100 shipping happened for each listing we have been unable to move on with these other four magazine sets. I understand that the fees are calculated with things such as additional taxes and tariffs but I don't understand how the same package could all the sudden be an additional $100 to ship in a matter of days especially when two of them still showed up at the original $45 shipping fee. I have since contacted eBay but unfortunately the responses have not explained why there would be such a large difference in fees and have told me to try to contact the seller as he controls the shipping charges. As I said, the seller has the same domestic shipping charges listed but it's the additional fees through the Global Shipping Program that he is not setting that are the issue. 

 

Does anyone know or understand how there could be over a $100 increase on each listing from a week ago and if there is maybe some type of setting the seller may have overlooked when doing the re-listings that may be causing this? Both the seller and myself seem interested in getting a deal done but unfortunately with such a large increase in shipping fees on the remaining four listings I am currently unable to purchase them.
