Hello,
I listed an item on ebay with "no international shipping". A person from the Netherlands bought the item, when I got shipping info it said sent to the ebay global shipping center in Kentucky, which I did. It arrived safely and then was shipped overseas. The buyer never received it. After a couple months the buyer put a claim in with PayPal. I had an online chat with ebay and they claim I will not be responsible. I'm worried the claim was put in with PayPal and not ebay the funds will be taken from my account.
Any advice or tips would be greatly appreciated.

Since the buyer filed through Pay Pal, they don't follow the same rules Ebay does when it's a GSP order.
Unless you can Ebay to refund the buyer, you'll be refunding them.

You're being misled @marks-racing as PayPal does not have any seller protection for reshipping services. In fact, we've already been told in no uncertain terms:
