Global Shipping checkbox does not turn on Global Shipping

I rarely ship internationally, but I have the "top-level" option for Global Shipping Program enabled in my settings. I normally keep the "listing-level" checkboxes unchecked, so my listings show US shipping only. I do this so I can pre-screen any international buyers to make sure they understand the listing before they buy. If an international buyer contacts me, and I decide I can work with the person, I'll check the GSP box on that listing only, which allows them to see a shipping quote. (Typically it's so high that they walk away and never buy, but at least I tried.)

 

Today a customer in Israel asked for a shipping quote on an older part that rarely sells, and he sent a photo so I know it's the correct part for his vehicle. I wanted to go ahead and try for the sale. However, when I edited the listing and checked the GSP box, nothing changed. The listing saved fine, but there is no change in the shipping options displayed. It still shows US only as shown in the screenshots below.

 

I called eBay support and the rep directed me to use the "Other shipping options" menu and select one of the international services. But those all seem to be "direct" shipping services, not the GSP. I would prefer to use only the GSP for any international shipments, as it seems to be the method that puts the least liability on the seller. The rep couldn't fully explain why the GSP was not available (and I'm not sure that she understood the difference between the GSP and the other services). FWIW, if I choose one of the direct international services, it does update the listing to show that service, but that's not really what I wanted.

 

Anyone know how to fix this? I know it used to work, because I've done it before.

I don't use the gsp but I've always been under the impression that to use the gsp you need to start the listing with it, not add it to the listing later.  But, if you've done that in the past then I might have been under the wrong impression.

I just checked again and it has started working by itself. There must have been a technical glitch yesterday.

 

To answer your question...at the time I took that screenshot, there were no other options available in the drop-down except United States. Now there are various countries displayed. Also, the Shipping To line (where I placed the red arrow in the screenshot) now shows a long list of countries.

Follow-up to the follow-up: Although GSP is now working for me, apparently Israel is no longer available in the GSP. I wasn't seeing it on the list and then I found this thread (see the last post):
