I bought several items on eBay from the UK to Luxembourg via their Global Shipping Program. To deliver to Luxembourg, they are apparently using the following logistic chain: Pitney Bowes > Asendia UK > Colis Privé.
Everytime, I receive a notification of delivery in my letterbox from the local delivery company Colis Privè, but when I arrive home I actually have received nothing. I immediately submit a complaint to Colis Privé and they reply that they cannot locate the items and to contact eBay for a reimbursement. What's absolutely astonishing is that they deliver to letterboxes without providing any evidence of the actual delivery (like a picture for example). It's evident that the local delivery company has no interest in the actual delivery and in controlling their third party distributors (they don't deliver themselves but outsource to third parties).
How can eBay partner with such a crappy company and systematically allow them to get away with such a poor service?
Does eBay monitor the quality of service of their local shipping partners?
Does eBay care about their loyal customers?

I would guess that they only monitor based on the number of item not received claims they get. There do seem to be a lot of problems with the program they have now in the US but to be fair, we only read about the bad experiences. People rarely post to day how happy they are.
If you can find an email or link on the UK site where can complain to eBay, you should do. If they have other complaints they look into it.
