Global Shipping Program Delayed - Buyer Wants to Cancel - Payouts Frozen

Sold a set of antique books to a v. nice buyer in Scotland on April 10th.  Carefully packed and shipped on the very next morning via UPS to Global Shipping Center in Kentucky, where it sat for at least 5 weeks!!!!!  I wasn't tracking outgoing so I assumed Ebay systems were working properly.  Monday I get an email from Ebay "Great News! Item Shipped" then, as if to cover their A**, on Tuesday, "CASE Opened: Your Buyer Opened Request for Refund", later Monday "Your Payouts are Frozen".  This is all pending. The package has presumably left the country (on tracking). Ebay dropped the ball.  Why am I liable for these funds?  Is this even legal - to withhold revenue from unrelated transactions?  I contacted the buyer and explained this was on Ebay but he (somehwhat understandably) wants his $400 back.  Trying to get someone on Ebay to help me cut through and get to customer service while the case is pending to head off **bleep**

As long as you have proof of delivery to the gsp center you aren't responsible for the item not received claim  although the system does put a hold on the seller's funds for a certain amount of time.  You might want to contact customer service to point out that this is a gsp claim and that the gsp is  responsible for refunding the buyer.  The system doesn't always seem to automatically realize that.
