I received a return from a buyer yesterday but have been unable to send them a refund because of an error as seen in the attached picture. Literally every single time I attempted to send a refund since the moment I received the return, I get that error message. Attempting to refund the buyer through PayPal gave me the message "We were unable to complete this payment. Please add funds to your PayPal account and try again." I did a small transfer from my checking account, but it won't complete until this Friday, at soonest. Any tips/help on what to do now? The buyer has been contacted about this issue, by the way.

You can refund via Paypal if that's how the payment was issued. It may take a few days to clear the item on your eBay account but it will eventually clear from my own experience.

If there are not enough funds to refund through ebay how would that work any differently by going directly through PP?

You can replenish funds immediately in PayPal if you have a friend send you the money through the Friends & Family method and that friend has a balance in their PayPal account to cover it. That might be the fastest way to do this - make sure the amount is enough to cover the entire transaction including sales tax - and once it's in your account go back to eBay and try the refund there first.
