Getting a total shipping amount for multiple purchases.

When I want to buy multiple items and the seller is offering combined shipping, I know I can ask the seller for the total amount which will include the cost of the items plus the reduced shipping amount, but your policy is that I must commit to but the items before I can get the combined shipping amount.  WHY?  What if I don't want to buy all of them if the shipping is too high and maybe only buy some of them.  It doesn't seem right to require a commitment to purchase to get a total price first.

You can add the items to the cart & are the combined total if the seller has set up combined shipping. But if the seller hasn’t set up their combined shipping rules you have to request an invoice which unfortunately does commit you to buy the items—which is a common complain here. I don’t know why it commits to you to buy but I’m pretty sure it’s because the seller has to send an invoice and invoices can’t be sent until you commit to buy.
