If you opened a case in ebay's Resolution Center, scroll to the bottom and click on Resolution Center. Locate your case.
Once you open a case, the seller has 3 full business days to respond. If no response, or you cannot come to an agreement, on the fourth day, a link will appear to Ask ebay to step in. You click that link to get your money back. If you do nothing, the case closes after 30 days of opening because ebay thinks you and the seller have come to an agreement.
Your recourse now is to log into Paypal's Resolution Center and file an item not received case there if it has not been more than 180 days from date of sale. I believe the seller has 3 business days to respond. Do not forget to Ask Paypal to step in. The case will close automatically after 20 days.

That's 21 business days now.
