I’ve been using ebay’s Global Shipping Program for a while and never had any problems until now. I made a sale to a buyer in Japan. I then shipped the item to the Global Shipping Center location in Kentucky. After several days. I thought I’d check on the status and came to find out that it was hung up in shipping. I looked at the shipment details which said “undeliverable – item restricted at Global Shipping Center.” Next, I went to the Order Status screen and saw “Refunded” next to the item. Since I didn’t hear from ebay about this I don’t know how or when the buyer got refunded. When I looked at the order details I saw “The Order is complete and we’ve made the funds available for payout.” The buyer apparently got a full refund including the international shipping charge ($62.78) and import charge ($98.32) but I didn’t receive any payout. Does that mean ebay will (return the item to me), (issue a payout), or do nothing, at their discretion?

What did you ship? Could you give exact details? Also what category was it listed under?

If they had you refund the buyer, you should get the item back.
Usually, they refund the buyer, keep the item and resell it and you keep your payment.

I'm guessing this is about the blasting machine. You can't sell something that can be used as a weapon internationally. You will get your payout eventually. You are a relatively new seller, so your payout will probably take a little longer than for others.
