We shipped some items for the 1st time using eBay International Standard Delivery, not the GSP. I assumed that the label produced would be a shipment directly to the international customer, but it's still being shipped to Kentucky. Anyone know how this works?

I like this program. I call it SIS [standard international shipping]. It is really a whole lot cheaper that regular international rates.
Yes it goes to an Ebay processing facility. I'm not sure that Kentucky is the only one, I think there is at least one more that it could go to, but I'm not sure.
Once it arrives at that facility, weighted and then processed on to its destination. If there is no discrepancy in the weight you put on the package, then at this time the charge for shipping goes onto your Monthly Seller Invoice for the exact charge you saw when you created the label. If there was a discrepancy in the weight then you could see an additional charge to cover that on your Monthly Seller Invoice. If the discrepancy is too big, they could decide to send the package back to the seller.
I really like this process. No messing with VAT/taxes. Just straight shipping. I'm a fan of SIS.

@outlet_values. It does go to a shipping center before it's forwarded to the buyer.
The main difference for the seller IMHO ( besides the higher costs to buyers with the gsp)
Is that if the package is late /lost or damaged in shipping then the gsp refunds the buyer.
With eBay international standard delivery it does come with $100 insurance but you can only file a lost package claim after a full 30 days.

From a Canadian perspective, I've used this service twice. It adds 7 to 10 days in transit time with indirect routing( because of PB being involved). Depending on the value, it could potentially end up with DHL's ecommerce division. Tracking, once it makes it there is very clunky. Customer service was a painful experience to deal with. In my case they were a low valued items. It went USPS to to PB..Got handed off to DHL who handed it off to Canadapost. If it's higher value with customs fees involved any customs processing fees are substantially higher with DHL or whoever they choose to use compared to Canadapost and due to covid must be paid prior to delivery. In most cases anything that goes USPS to Canadapost and is of lower value customs processing is rarely charged. (Mind you not 100% guaranteed). Personally if other couriers are going to be involved it should be clearly stated in the listing. Couriers can potentially drop on your front step with no door knock. Canadapost for the majority of Canadian customers receive their packages in a community lock box or, when larger require pickup at a local post office.
Maybe better for seller. Not so much for buyer.

PS. I personally miss the not so old olden days where US sellers offered several options of USPS postage where as a buyer I could choose how to receive my package. Another recent US purchase noted as Economy Standard Shipping 9 to 20 business days was delivered 5 1/2 weeks. Noted as no tracking. Parcel had tracking label attached.
