Goods from US to my country are free from import taxes up to $22.
I bought an item at $19.99 and am charged with $8 import taxes.
Moreover, at the time of bidding this amount there were no import taxes displayed
at all!
How to proceed? I will never pay these taxes. Is the sight of ebay troubled by all the
dollars in front of their eyes that they can't read import regulations?

Either pay or take an unpaid item strike. eBay won’t waive the GSP fees. If you had checked the shipping & payments tab of the listing, it did say that import fees would be added at checkout.

When I look up VAT rates for Belgium, I can't find any minimum amount exceptions?
Th only exemptions I can find are for EU to EU transactions for books, music and tickets to cultural or sporting events. And medical procedures. (Those are outlined in a huge pdf document available for download from the European Commission website)

At the time of bidding means you are referring to the listing, tell us how the seller knew you in Belgium were going to bid and how or why the seller is expected to know or care about taxes/duty in any other country.
If GSP added the tax. You need to talk to GSP

He doesn’t need to talk to the GSP. He needs to make it a habit to read the listing.

Is the $20 including shipping? VAT can be charged on the total including shipping.

How many buyers ever click on that shipping tab? The shipping cost is visible in the listing itself so I suspect that many buyers don’t see or/and realize there are import charges until they have clicked on buy it now or when they go to cart to checkout.

Is this the same $20 purchase you complained about being charged an $8 import fee exactly a year ago?? You were given the answer back then and it still hasn't changed. If the seller uses GSP, it's carved in stone. You can't opt out. You pay it or you don't get it.

It’s still on the buyer for failing to read that section. The shipping & payments tab is important.

Didn't we recently SMDH that the listing jumps back to the first tab --
immediately after entering the zip code on the shipping tab.
Which then shows the updated shipping cost?
So shouldn't the important import charges be imported to the first tab --
so that the estimated GPS fees are shown along with the

The import charges don’t show anywhere on the listing now. The buyer does not know what they are until they click on buy it now or add to cart and then go to cart.
