GSP: Exception: Undeliverable - SYSTEM_RESTRICTION

1-On December 15, I bought an Item on Ebay.
2-On December 16, the seller sent it via GSP. (From USA to Chile)
3-Then the shipment was stuck "In Transit" until January 28.
4-On February 2 I received an email informing me that the item arrived at the GSP Center (Erlanger, Kentucky, US).
5-When checking the tracking number, I get the following status: "Exception: Undeliverable - SYSTEM_RESTRICTION"
My purchase was a pendant, smaller than 2.5 inches, why can't it be sent to its destination? (and excuse me, my English is not the best)

You need to call GSP at 888-727-0781. The CSRs there (PB) are good. Give them your UPA or ORA tracking number.
