I recently ordered a pair of shoes for $26.50 including shipping, and realized their was damage not shown in the items pictures or description. I started a return, and eBay directed me to buy a $11.60 shipping label to return the item. I just now received a refund of $15.37 through PayPal, which is $22.73 less than my total money spent at $38.10. Since this doesn’t really seem like a refund to me, is there anything I can do for something closer to a real refund?

What reason did you give for wanting to return? It should be an SNAD case since they were not as described. The buyer would then have needed to pay for the return shipping and a full refund given. Even if you chose the wrong way to return them, you should have been issued a complete refund of you originally paid.

Your total amount spent is $26.10 for the item. Not $38.10. The additional $11.60 isnt refunded to you unless the seller feels like being generous. Seller is not responsible for refunding the money you spent on shipping to return.
It sounds like to me you probably chose the wrong option for doing the return somewhere. Ebay gives you different options on the return label. I believe there is an option for seller to provide a return label and an option for you to provide the return label. This is assuming you chose the return reason to be "product not described or damaged".
Also, when you said "$26.50 including shipping". Do you mean the seller offered free shipping? If the seller offered free shipping, he is required to refund the full $26.50. If it wasnt free shipping than you the buyer is on the hook for the shipping fee. So the $11.13 than was deducted was the cost of shipping to you.
I would suggest you give Ebay a call to see what they have to say officially.

Which reason did you give for the return in your return request..it's important to know that to get the whole picture.
Did you pay separately for the original shipping or was it 'free' shipping?
Also...have the shoes been returned and received by the seller already?

I now realize I set the main reason as not fitting, with the flaws only being in the comments, which is likely my issue. The seller has already received the item and sent a refund.

You cannot get the $11.60 back. But to get the $11.13 remaining, either
- Open a dispute http://paypal.com/disputes and immediate escalate to a claim at PayPal (provide the already-delivered tracking number when asked to return the item), or
- File a credit card chargeback for Goods returned, credit not given (provide the already-delivered tracking number).
