I have a fradulent return where the buyer send me back a different item and ebay refunded his money right away and took money out of my paypal account. Where can I go to file mail/internet fraud againest the buyer? I did not see an option to do that at my local police office website.

Actually, it is a criminal case. Mail fraud is a federal offense.

No none said it wasn’t a crime. The local police will most likely take an informational report & forwarded it to the appropriate Authorities-probably the postal inspector because that is who investigates mail fraud. In California, where the OP ships from, this would not be pursued by the police. They wouldn’t submit a report to the DA and ask for charges to be filed. at most they will take an informational report, forward it to the postal inspector And probably tell the OP to take the buyer to small claims court.
