I have been dealing with a seller that lists the item location as: Jamaica, New York, USA. I often check the item location to make sure that I get prompt shipping service. But the hint came when I saw tracking information show the real pick-up location as New Delhi, India. Needless to say it is way past the promised delivery date that Ebay lists. --There are multiple folks offering the same product pulling the same stunt.
Is this listing considered fraudulent? I've contacted Ebay and no response. I did file a non-delivery claim and that has yet to resolve.
Amazon sellers pull the same stunt and it is only from the deliver date that you can really tell if the order is arriving via a slow boat from China. That's why they are the last resort. --Maybe I should start going directly to the brick and mortar retailers.

It is a policy violation to misrepresent Item Location. There is a REPORT ITEM on every listing. Right side, just above the item number.
