Hi - I recently ordered a $200 item to be shipped to me. I went to check the tracking information the day it was supposed to be delivered and noticed it was shipping to an address I had never see or heard of to a city no where near where I live (apparently someone hacked into my Facebook, then linked it to my ebay and changed my primary delivery address). I tried to do an intercept package through USPS and from what I read, as long as it was not out for delivery they could intercept the delivery, the package was scanned 3 times after my intercept delivery request and the delivered anyway! I filed a police report, who they referred me to the FBI, and I started a case with the USPS. Finally heard back from the USPS today and they said after an extraordinary search with the Post Office that delivered the package, they could not locate the package, they were sorry for the inconvenience, but they were protected by law, so basically I am out of luck to contact the seller to see if they would ship me another item. Has anyone has this happened before? Am I just out the $200?

First, you need to go here and report that your account may have been hacked. https://www.ebay.com/help/account/protecting-account/get-help-hacked-account?id=4196
Have you confirmed that they changed your shipping address in your personal information?
This may be the case of a scam seller that shipped something to a different address on purpose. If that's the case, you'll need to get a letter from the PO stating that it was not delivered to your address, which it sounds like you may already have.
Next open a INR case on eBay and when they close it because it shows delivered, open an appeal and use the evidence that you collected to back it up.
Good luck.
Oh, and remember that you can fall back on your payment source if eBay won't help.

Ouch. So, you're saying that your primary delivery address was not shown on the order, correct? And the actual 'delivered to' address did match the one on the order?
The seller is required by eBay policy to ship only to the address shown on the order. The seller did that, no?
If so... I don't see the seller sending another one to you for free. Sounds like you're out the @$200. Ouch.
