I was told by my local post office that the weight limit for first class packages is now 13 oz instead of 15.9 as it was before. Some research online shows this apparently is the case. Although I didn't see any information regarding this change on eBay announcements or in this forum or even on shipping labels page. I must have missed it. When entering shipping info, it still gives option to choose First Class label although weight is above 13 oz. Is eBay going to change to update with new standards? I assume so to avoid further confusion.

The weight limit for ONLINE postage for First Class packages is still 15.99 ounces. Perhaps your local PO staff only keep up with info about retail postage. which still has a weight limit of 13 ounces.
Here's the current USPS rates publication, for reference:

You might want to print out the above PDF and keep it on your phone or whatever in case a postal employee tries to enforce the 13 oz rule on your online packages.

Not all postal employees are aware of everything the USPS does. I once encountered a counter employee that rejected a pre-paid First Class package because it weighed 15 ounces ... when I tried to explain, they basically told me that they were the expert who had been working there for a billion years, and that I didn't know what I was talking about.
I just took it to another person for acceptance.

I did that and more back when the 15.999 rate first started. I saw many complaints on these boards that postal clerks were rejecting the packages.
So I printed out the page, brought it into my postmaster and said that I knew counter clerks were not trained in online rules. He read it and was actually surprised. Apparently even he didn't know it.
I have never had a problem since.
