Filing a damage claim for USPS priority mail sent with eBay label

Sent an item thru eBay labels USPS priority, buyer opened not as described case because item was broken in shipment. I accepted a return and received item back today (no pictures were taken by buyer, but item had broken apart).
Would like to make a damage claim, this is what I found on eBay:

We've partnered with Parcel Insurance Plan (PIP) to process ShipCover insurance claims. Here's how to file your claim:
- Go to Shipping labels in My eBay or Seller Hub.
- Find the shipping label for the item and select Create claim under More actions.
- Fill out the claim form.
When I go to the shipping label, I don’t have ‘Create claim’ choice, only ‘print another label’ or ‘print packing slip’.
How do I start a damage claim thru eBay’s shipping? Or can I not because buyer claimed not as described or because I accepted the return?

Shipcover insurance is for those that paid extra for it during the label printing. If you did not pay extra for ship cover insurance, then you need to go through the US Postal Service. Please note that it is very difficult to win a claim against the USPS.
