Do you have a store?
Go to "manage my store" and click on subscriptions and follow the prompts.
I have been having this problem for months. When I go to download a report it says I am not subscribed to the service (even though I have been using it for years). When I follow the above it magically lets me in.
Until the nest time and I have to do it all over again.
