Yes, there are four ways I am aware of:
(1) Subscribe to an eBay store ... FVF's vary between 3.5% and 9.15%, depending upon category.
(2) Become a Top Rated Seller, provide same-day or 1 day handling, and offer 30 day returns ... you will get a 10% discount on FVF's
(3) If you are a Top Rated Seller, include your shipping costs in the item price. FVF's for shipping are not eligible for the 10% discount.
(4) Take advantage of promotions that eBay offers from time to time. Often, this will give you 25% off FVFs.

You don't have to accept returns to be a top rated seller & pay a 10% FVF fee...Accepting returns is only required for TRS plus

Many sites don't charge fees. If your talking eBay, some might suggest a store but thats robbing Peter to pay Paul. So, the short answer is NO.

I believe you may have misunderstood. I was not giving the OP guidance on how to be a Top Rated Seller ... the OP asked how to reduce FVFs. One way is (a) you are a Top Rated Seller, (b) you accept 30-day returns, and (c) you have a same day or 1-day handling policy ... then ... this is a TRS Plus listing and it gives the seller a discount of 10% off FVFs (e.g., instead of paying 10%, you would pay 9%).
