Fees associated with returns

We offer 30-day free returns. When an item is returned and we issue a full refund we have noticed that sometimes eBay issues a full FVF credit and sometimes they only issue a percentage. For accounting purposes we are trying to line up and make sense of all the fees and credits. Here's an example, Buyer made a purchase $294.99, eBay charged FVF $18.14, item was returned and we fully refunded the buyer, and eBay returned $16.33, which is 90%, seems to be the case across the board. What is the reason for eBay withholding that 10% on some returns, about half of our returns? There was not a case opened, it was a regular return request. Any ideas why this is happening? We have called eBay support several times today and nobody can explain. We have also opened a support ticket, and we are waiting to hear back.

Your listings are TRS plus so you are getting the 10 % fvf discount. You are credited that 10% on your invoice so when you refund, you get back the fvf less the 10% that you were already credited.

Did you refund at eBay, or at PayPal?

I can't understand why you are only paying $18.14 in FVF's ... even with TRS+ and a store, you look to be underpaying by $6.  Is this a special promotion?

If the return was because the item was not as described then the fee may be for the cost of the return label.
