I purchased an ssd on the 25th of December, it "delivered" on January 5th but UPS never arrived, I had been watching my security camera all day. I thought maybe that they had missed my house but no, it was confirmed delivered. I messaged the seller asking if I could get their shipping info so that I could file a claim with UPS, and never got a response. It obviously being suspicious (their satisfaction rating was around 70% so I was not as cautious as I should have been), I decided to open a refund through eBay. After waiting the required amount of time for the dispute to open (and still zero responses from the seller after multiple emails), it was closed immediately because of the tracking number. I cant go forward with the UPS claim because I need the sellers address, and since the purchase was through PayPal balance I don't think I can do a chargeback and they're gonna side with the seller anyways (because of the tracking number).
Is there anything I can do? Isn't it extremely suspicious that the seller refuses to contact me? I'm not the only one; recent feedback has been saying the same thing that happened to me, eBay isn't going to do anything about this seller apparently.

I'm so sorry you were scammed by this bad seller. Unfortunately it happens sometimes when purchasing online. You only have one opportunity to open any sort of case so you have to think it out carefully before proceeding. You can still open a case via PP as your one case was closed via eBay only. You cannot file an item not received because you will lose based on the tracking number showing delivered. Your only course of action would be to file for a return case. I know it doesn't make sense as you have nothing to return but it's the only way for your case not to be closed in seller's favor. Maybe that will cause the scammer to reply to you. You have to fight fire with fire sometimes if you truly want to win. Think it through and move cautiously. Best of luck to you....

Call UPS and get an email from them saying that tracking number did not go to your address. That will take several calls but, don't give up. In time you will reach a rep that will help. If you paid by credit card, contact your card company. Better if you already have that UPS letter. Explain the scam, they will check with UPS too.
You can file with paypal if that is how you paid. You will need that letter first before you contact them.
Always pay by card.

I have a similar case here. The seller marked the delivery as "Buyer not available for delivery". Total scam. Terrible. Is there an Ebay customer support where I can appeal?

I filed seller's dishonesty. Have no idea what will be the outcome.

Sigh, not a lot of details of your situation so I can only offer "speculation" if you'd like further help would you be so kind as to fill in some details, times, etc.
The seller never marks something like "buyer not available for delivery" unless it was local pick up. So what you wrote makes little sense.
Then again, perhaps all you wanted to do was "vent" and that is cool too.
