I bought an item from someone and the shipping was taking too long and I inquired about it and we went back and forth with a few emails about how it's being shipped, I should have it any day, don't worry , blah blah blah. Now, this person's location said NJ, but when I requested a full refund & I wanted to return the item they offered to give me a 30 % refund and told me to keep the product because the shipping freight is too expensive. When I emailed the person back and said that I do not want to keep the product because it does not fit and it's not too expensive to send the package back to NJ seeing that I'm right in PA. Well their response was they will give me a full refund just please be considerate and do not leave a neutral or negative feedback. Mind you they never mentioned the shipping location again. My thinking is somehow they're using NJ as a location but it is actually from overseas. Is this allowed? Are they allowed to lie about the location of where something is being shipped from? Should I inquire about it to eBay or just take the refund and let it go ?
How many other people are doing this and getting away with it ?
Does anybody have any thoughts about this? Thank you.

You're probably right and no, it's not allowed, but don't bother to report it to eBay ... report it to the seller's future prospective customers by leaving appropriate feedback.
'"their response was they will give me a full refund just please be considerate and do not leave a neutral or negative feedback."
The seller has done nothing but lie to you and waste your time. Don't be influenced by this plea to be excused for his bad behavior.

Take the refund and let it go. Unless you receive an overseas tracking number or a package from overseas, there is nothing to report to eBay. And it doesn’t require a phone call, you have to use the report link on the listing.
