I won $800 worth of goods from a recently joined ebay seller with no feedback. The last delivery date is the 16th of December. Because of this I was eager for him to dispatch and send me tracking info to ensure it was all legit. He sent me a link to a website (cse-worlds.site) with the Russian courier CSE's logo on it and a tracking number which seemed to work (but hasn't updated in 4 days when the package was supposedly collected). However the website isn't secure and there is another more legit looking CSE website (cse.ru) that the tracking number does not work on. The website sent to me seems to obviously be a fake version of CSE's website.
I am beginning to think I have been scammed. Either I am being outright scammed by this person or he has sent me this fake tracker to hide the fact that he hasn't sent the package yet or plans to send it another way . I already lodged a dispute with PayPal about an excessive exchange rate for this item so I cannot lodge another. What should I do?

Your next move with eBay is to file an 'Item Not Received' claim (at least) one day past the EDD on your order, if your order still isn't to you by then. Sit tight.

If it is a fake website then the seller is able to upload fake Tracking info. I am concerned that the seller will try to prove that it's been received. From other posts on this message board about similar scams people seem to have lost money this way before.

Wondering @soh.maryl before you left the helpful, did you read the eBay Money Back Guarantee for buyers? In particular, this part forbidding duplicate claims?
Because for whatever dispute reason, the OP "already lodged a dispute with PayPal" somewhere, where it is now firmly lodged, stuck, and cannot be dislodged, it would seem to be a violation (not to mention bad form) to advise the buyer to "file an 'Item Not Received' claim (at least) one day past the EDD" anymore?

Guess I missed the information in the original message that the OP had already lodged a dispute.
And unsure what kind of dispute could have been lodged, since the estimated delivery date is in December. Can you enlighten me on that?

The exchange rate was something like €796 to $800 dollars when I won the auction and when I paid immediately after I kept being charged €826. So I contacted ebay and they said it was down to PayPal or my bank. So I went to the resolution center in PayPal. I lost the dispute and they closed it.

You know, I did read that the OP had opened a claim with PayPal, but what tripped me up was the claim itself. The OP cited "excessive exchange rate", so I didn't perceive it that opening an eBay INR would be 'opening a duplicate claim'.
To expand... I didn't perceive it as a 'PayPal Buyer Protection dispute', either.
Anyway, that's why I qualified my response to be the "next step with eBay". I wonder if any of us are correct now. 😑

The seller has messaged me with a paper shipping receipt. It all matches the info he previously provided and has a QR code leading to the tracking link on the spurious website which he sent to me previously. However, the receipt has the logo of KCE on it which is the logo for CSE (I don't get it either) BUT the website he linked me for the tracking info states at the bottom "we have nothing to do with KCE courier service". The website also calls itself SCE... It just gets weirder and weirder.
The dispute I previously lodged has been closed and I have until the 20th to appeal it. What happens if I let it close completely? Am I then in a position to lodge a IND dispute in that case? I think there is also a chargeback as a result of the dispute. How do I release the money back to the seller if by some miracle my package arrives or how do I keep the money if the package doesn't arrive? The shipping method on the receipt says "Urgent" and it says it cost him $35 so I'm assuming if it is coming it will arrive long before the 16th of December.

I don't know if there is still deliveries coming from Russia. As far as I know Russia is blocked from buying or selling here. Where is the stuff coming from?

Two things to try with that tracking number @dowlse4 rather than to believe your zero seller.
Change one digit of the tracking number, then test that at the fake website.
Check the tracking number at http://ship24.com which will look for the true website.

I changed the tracking number and entered it into the fake website. Nothing was found.
I entered it into ship24 and it couldn't find it. None of the website that supposedly track CSE packages can find it either.

You should have waited until Dec. 16th to see if you receive the items or not, then you could have filed an INR through Ebay.
Now that you went to Pay Pal, Ebay won't help.
You still have a month, why would you file a dispute now?

Has the OP exhausted the possibility of an eBay INR, even though the PayPal claim was for Rate Exchange? I see (in #9), that even @dowlse4 is still asking that question. What say ye?
