I won $800 worth of goods from a recently joined ebay seller with no feedback. The last delivery date is the 16th of December. Because of this I was eager for him to dispatch and send me tracking info to ensure it was all legit. He sent me a link to a website (cse-worlds.site) with the Russian courier CSE's logo on it and a tracking number which seemed to work (but hasn't updated in 4 days when the package was supposedly collected). However the website isn't secure and there is another more legit looking CSE website (cse.ru) that the tracking number does not work on. The website sent to me seems to obviously be a fake version of CSE's website.
I am beginning to think I have been scammed. Either I am being outright scammed by this person or he has sent me this fake tracker to hide the fact that he hasn't sent the package yet or plans to send it another way . I already lodged a dispute with PayPal about an excessive exchange rate for this item so I cannot lodge another. What should I do?

I had a problem with the exchange rate so I messaged ebay, ebay pointed me to PayPal, I went to the resolution center and voiced my issue. I didn't intend to make the dispute against the seller I just wanted the exchange rate issue resolved but I didn't know I was backing myself into a corner.

Has the OP exhausted the possibility of an eBay INR, even though the PayPal claim was for Rate Exchange? I see (in #9), that even @dowlse4 is still asking that question. What say ye?
From what I understand, any type of case opened through Pay Pal on an item, voids their Ebay protection.
With the rate exchange, I'm not sure if that changes anything or not?

As far as I have always known the exchange rate is done by your bank or Paypal. It fluctuates a lot.

So I contacted eBay last night. They said to contact PayPal about the tracking issue as they have put the seller funds on hold. They also said that I will receive support in the event that I claim the item doesn't arrive and the seller submits tracking info to say it has been delivered. I have messaged PayPal about my concerns basically telling them I did not know the consequences of the original dispute and that it was not intended to be against the seller. I also informed them of my concerns regarding the tracking in the event that the item doesn't arrive and he attempts to falsely prove that it has. I also asked them should I reverse the chargeback or leave it in place...because one thing I am certain of is that this seller is not above board. Either he is trying to hide the real shipping method or he plans to scam me out of my $800 completely.

Was this ever resolved? Someone sent me a cse-worlds.site website as well for a larger purchase. It was expected to be delivered 11/12/2022 and still hasn't arrived. I messaged the seller and they said it should arrive in the next few days. So I'm just waiting and seeing if it's legit or not

Exchange rates change constantly. Now you have to wait at least until Dec 16 and then open an item NOT arrived case. Do NOT open multiple claims. Open 1 claim and then follow directions. For now sit tight . Try to not buy anything from a zero feedback seller in a far country.

Wondering on your recent experience at PayPal, how did you open a second case? As OP already lost their first case on PayPal?
PayPal has only a single page with all the possible case types, including:
-- Issues with the seller
-- Problem with your purchase
-- Billing errors or with subscriptions
But only one case per transaction is possible, except for a link in an INR to change the case to a SNAD.
