I saw an item pop up in another country (Spain) that i wanted (I'm from the UK), it was 30euro BIN, but contact seller for shipping charges, i saw the seller was charging a reasonable 5 euro for shipping within Spain and i know from buying the same item from Spain shipping would be no more than 10 euro, so i hit the BIN button.
The seller came back and said shipping would be 30 euro, Spain to UK. I explained to the seller it would be 10euro max, but happy to send 15euro to cover any extra costs, i even sent a link to Correos website showing the shipping charges. Seller claimed that he wouldnt be using Correos and that shipping was still 30 euro.
I reluctantly gave him the 30 euro in shipping.
i received the item, and as you can guess it was shipped via Correos and the label showed 9.30 euro shipping cost.
So the seller has pocketed an extra 20 euro's, on an item that was only 30 euros.
The seller as you can expect is ignoring a request to refund some of the overcharge.
Apart from leaving Negative feedback, is there any recourse?

You as a seller should have hit the back button not try to vet another seller on their shipping charges.

You went ahead & purchased and now want to give them a negative and want to try to get money refunded?
That is their business not yours, You can't do anything to the seller to get a refund.
And I would SMH thinking you would give a negative.

Leaving negative feedback would not be the answer in this case since you did agree to the cost. You can, however, ding his shipping charge star.
