Escalating an open case

I didn't receive my item so I opened a case. I received an email from ebay saying I have the option to escalate my case which I would like to do. The instructions on the email are to 1. follow the 'case details' link below, which I did. 2. Click 'respond to case', which is not an option. My options are to send a message to the seller (I'm well beyond that) or close the request which I don't want to do. Please help.

You need to wait 3 days before you can escalate a request to a case on the 4th day.
