Error creating label: We could not complete the payment with PayPal. Please contact PayPal directly

I've read a dozen posts about people who have this error and none of them have been solved.  I've talked to PayPal and eBay and I get nothing.  eBay says to contact PayPal.  PayPal says everything is fine and to buy my labels through them.  I want to be able to print my USPS labels from eBay to easier keep track of my shipping costs.  I don't want to use other shipping sites.  It's a feature on eBay and I'd like to be able to use it. 

I've tried unlinking/linking my accounts on both sites, I've tried 3 different browsers, my payment information is all correct and up to date, not using a VPN or any browser extensions that would interfere, funding sources are all set up correctly in both sites... does anybody have any ideas about how I can get this fixed?

Try logging into Paypal and printing the label from their link.

I don't think you read my post.  I specifically mentioned that I don't want to ship through PayPal or any other site.  eBay offers a shipping/label service and I'd like to use it because it keeps track of overall shipping costs so I can keep track of everything easier.

How have you been shipping up to this point?

To have your shipping labels paid via your Paypal account, you need to accept ebay's billing agreement, and for that you need to print your label using a COMPUTER (and not a mobile device) so that option shows up for you to select.  After you print your first label, you can then print future labels via your mobile devices.

I've been using PayPal and Pirateship but I'm at the point now where I need to start keeping better track of shipping costs and such, and shipping through eBay will make that easier.  I don't use a mobile device for any of this stuff.  My PayPal and eBay accounts are linked, but there is no way to print a label because I keep getting the topic error message.

I think you've stumped the panel. Have you logged out and back in to eBay after assuring your accounts are linked?

Yep, cleared cache and all of that fun stuff.  PayPal and eBay still have no idea what's going on.
