Error creating label: We could not complete the payment with PayPal. Please check your PayPal setup

I am having an issue printing labels from ebay for some items I sold.  When I select "print shipping label" I receive an error: "Error creating label: We could not complete the payment with PayPal. Please check your PayPal setup, such as funding sources, and try again."

Everything is right with paypal info and seems to be a bug on ebay's side, but I want to take advantage of ebay's shipping discounts especially since it's buyer paid shipping.  This seems to be a known issue given other posts on this matter, but there isn't a concrete solution.  

Any advice other than purchasing shipping through paypal or other services?

I get that issue too. It's possible your old paypal account was previously linked to your eBay. You'd have to remove that link from your old account. There are better alternatives out there anyway

Is this the first time you are trying to print shipping labels using ebay?  If so, you need to print your first label using a COMPUTER so you can see the billing agreement and agree to it.  Once you print your first label using a computer, you can then print future labels using a mobile device.
