I just received an empty envelope ! I opened a case "missing parts or pieces" is there any luck of a refund ? In the photos the tracking is clearly visible.

No, it isn't but since the buyer was just told what it would best to do, wouldn't it bet better for them to let the seller know? If the seller doesn't handle it properly the correct result could take a long time. Imo it's better that the buyer works with the seller so that the issue is resolved asap. It is in everyones best interest that the buyer gets refunded by the gsp as quickly as possible.
Ebay does not have the claim system set up very well for gsp claims and doesn't seem to educate the sellers on how to handle certain gsp situations so if the buyer has information to help the claim move faster, I see no reason why they shouldn't mention that to the seller.
This x100. And to me this isn’t exactly educating the seller. It’s helping the seller because eBay is NOT clear on the process that is to be followed on GSP damaged items and it is in the buyers best interest to shoot the seller a quick message advising them to call eBay & let them know it’s GSP responsibility just in case the seller doesn’t know what to do. Otherwise, one of them will ask eBay to step in and eBay will approve the return and tell the buyer to contact the seller for a return label and it becomes a mess that nobody can figure out how to clean up.

I have a question-
since the buyer makes one payment for both the item,domestic shipping,GSP-overseas shipping,customs \duty and GSP handling fee,I assume it is all made to 1 Paypal account.
whose account is it?
as it wil be split two ways-GSP and the seller,I would assume the PAYPAL account is in GSP NAME,else if it is in seller name,he would have TO divy up the payments and how much goes to GSP?
But then I READ on this board a seller has been hit with dispute or chargeback when he used GSP to ship an item and it arrived damaged>so it sounds like buyer paid to the seller Paypal account?

EBAY is now offering us free listing to sell internationally,I keep seeing it on Ebay,is it 3000 listings?
I know WMT has made a big investment in an Indian ecommerce site called flipart to fight AMZN,and EBAY and GOOGLE also chipped in,eventually WMT will own flipart.com,what role would Ebay play is not disclosed,I would assume Google will be involved in search.
Everyone is now watching and fighting AMZN?
It is not like a pack of hyenas tearing down a lion,but puma,cheetah,leopard and even lion tearing down a big lion!

Your assumption is incorrect. When the buyer pays the sellers receives a payment for the item price plus domestic shipping. The international shipping portion and import fees go to Pitney Bowes.

No. The buyer pays 2 separate PayPal accounts—the item price/domestic shipping charge go to the seller and the international shipping charge/import fees go to Pitney Bowes. There is no divvying up. In the case of the chargeback, the chargeback is on the payment made to the seller. It’s unknown if the buyer also charged back the payment to Pitney Bowes.

The GSP doesn’t handle returns so for a damaged item, the buyer doesn’t return the item. They get a refund and they keep the item. For other SNADs when the seller is responsible, the seller pays. For remorse returns, the buyer pays. And the item is returned to the seller.
