I have not received my items after 2 months.
I contacted seller 2 times. No replies.
ebay emailed me a link and told to click a
link that is not on page.
ebay is terrible about no help chat.
Time will run out because I can not comply
with ebays wishes.
Not fair.

what are you talking about? go into your myebay. click on Contact Seller, next to the item. then click on Item not Received or similar term. Go from there.
Why would ebay email you a link? in your email account. really? strange. Don't use it. go into ebay to do this. Use only ebay messages and Resolution center. Not your private email.

The OP opened an INR. eBay told the OP it was time to ask them to step in. Only problem is, if the OP waited 2 months he might have filed his INR too late. Or he didn’t wait too long to file and he’s trying to ask them to step in too soon. That would explain why he can’t follow the instructions in the email.
@mikesfarm what was the latest delivery estimate? And did eBay tell you that you could ask them to step in on 8/10? If you are within 30 days of the latest delivery estimate and they told you to ask them to step in if the seller didn’t respond by 8/10, you have to wait until tomorrow to ask them to step in. If you opened the case more than 30 days after the latest delivery estimate then you have to file with PayPal or your credit card

Your eBay Buyer Protection case is open. If you are unable to work things out with the seller, you are now eligible to escalate this case to eBay Customer Support for a final decision.
If we don't hear from you by 08-25-2018, we'll assume you worked things out with the seller and your case will automatically close. Once your case closes, it cannot be re-opened.
Details on how to escalate your case:
If you were able to work things out with the seller, please close this case:
Here are the details of your case(s):
Seller ID: nairaboy
Item title: USB 2.0 to mini 5pin Data Charging Cable Cord for phone Camera GPS MP3 MP4 PS3

So, you're saying (from your first post) that when you click on "Case Details (right above where it says "Thanks, eBay"), the link doesn't work? (You said, "ebay . . . told to click a link that is not on page.")
Is that correct? If so, try going directly to the Resolution Center (there's a link at the bottom of every eBay page) and work your case from there. You've already opened a case, so it should be available in the grid below. (Mine, of course, will have different details than yours.) Where mine says, "No open request or cases," your grid should show your open case. You may have to adjust the time frame if it's been past 30 days.
I hope this helps. Let us know if it doesn't work or if you need to have anything clarified.

See if you can directly open a case with one of these URLs:
http://postorder.ebay.com/ItemNotReceived/EscalateRequest?id=5175483696
http://www.ebay.com/res/ItemNotReceived/EscalateRequest?id=5175483696
If not, perhaps find the answer to @mikesfarm what was the latest delivery estimate?

@pburn Ebay changed things, until they are asked to step in the refund request doesn't become a case and does not show up in the resolution center.
To get the ask ebay to step in option you now have to go to
Then after ebay is asked to step in it becomes a "case" and is accesible from the resolution center.

That was confusing me as well. I had a return opened and couldn’t figure out why it didn’t show in the resolution center. Why on earth did they change that?? Once again fixing thing that aren’t broken.

@creoleorchid Our is not to reason why... if we did we would be saying WHY WHY all day long. 😉
I agree that it made it more confusing.
I think it has to do with the cell phone app displays, but that's just a guess since I have only made one return ever. That is the most likely reason since most all of the layout changes have been to make it more "app friendly" . ( PS I do not like the app)
The other thing that always confuses buyers is they think they need to upload the tracking # into the case request when they used an ebay label. So they try to upload the tracking # and it says that the # is already in the system. They want to mark the item as shipped but that doesn't show on ebay until about 48 hours after the package is scanned in at the post office.
