Nothing. His card issuer has nothing to do with your purchase. If eBay has refunded you, they will then go after the seller to get reimbursed, but that has nothing to do with the refund you have already received.
Did you ship the phone back? If he's still bugging you to get it back, find out the shipping cost and tell him to send you a PayPal transfer for that amount so that you can just buy a label at your end. If he sends you the money, send him back his phone.
